When scrolling, the chart tools stay visible when outside the data area. Another solution would be to have an option to put the x-axis annotations above the line instead of below it and the y-axis annotations to the right instead of the left.

Currently Annotation Tool has a screen position. When the chart is scrolled, the developer has to programmatically move the annotations. It would be nice to attach the annotation to a chart position so it's position is either maintained by the chart or easier to scroll like the DrawLine/DrawLineItem...
