v 2013.09, Delphi XE2
In the attached demo, the pie tool line width is 1 at design time, but when you run the app, it becomes 4.

Hi Ed,
It seems that the Pen.Width isn't serialized to the dfm. Then, the change at designtime isn't saved and when you run the application the pen is created with its default width: 4.
