I am using builder 2010 and I am going to install TeeChart2011 Delphi 2010.exe

I need the Internet when I enter the license number and password while installing the program.

If you have a computer without internet access, you can install TeeChart into another (connected) machine and zip&move the installation to the offline machine.
If you can't do this, please tell us what exact TeeChart version are you trying to install and we'll do it and we'll provide a link to download the zip containing the installation.
