Having issues with teechart.net v3 and IIS 7

Hello,
We are in the process of trying to get one of our applications that uses teechart to work on server 2008 (IIS 7). The application works without an issue on IIS 6, but when we move it to IIS 7 we get the following error in event viewer:

An unhandled exception occurred and the process was terminated.

Application ID: DefaultDomain

Process ID: 3596

Exception: System.IO.FileNotFoundException

Message: Could not load file or assembly 'TeeChart, Version=3.2.2980.19083, Culture=neutral, PublicKeyToken=9c8126276c77bdb7' or one of its dependencies. The system cannot find the file specified.

We have verified the files are there, has anyone seen this before and have an idea as to what to do to get around it?
