Cant install v2 or v3 on Windows 7

To begin with I've installed v2 for on development machines many times with 0 problems but I've been trying for over a week to figure out how to install on Windows 7. I've tried V3 as well as just trying to go back to V2 and have different issues with each.
1. Assuming I want to do a clean install of V3, what installations do I need to run? I've looked all over the site and cant find any instruction. There's the TeeChartv3, TeeChartUpdate, and TeeChart64. I don't know if I'm supposed to run one or several or in which order. I found a similar question on this forum but with no clear answer (at least to me)
2. When I try to install the TeeChartV3 for VS 2005, it seems to install, with a brief ToolBoxError wich seems to fix itself and then everything appears to be istalled and the TChart items are in the toolbox. I can drag a chart on to a page, no errors, and see the newly created Licenses.licx file. However, when I try to build I get the "valid license could not be granted" error. This is strange since it's a license file created by he dev machine. I can run TeeRegister and still get the same error.
3. When just trying to go back to V2 which we have used successfully for years, the installer stops everytime with a toolbo~`.exe error and TeeGopher error. Ok, so then I try to install the toolbox items manually via the "choose items" method and nothing ever appears in the toolbox despite still being checked in the choose items dialogue.
Any thoughts? I've tried everything I've found on this forum and read the tutorial about licensing a hundred times I think.
