Where do I find an offline installer for the .NET version?
I managed to activate and install the 2016 Active-X version offline (although I couldn't download the 2017 version).
However, the 2017 .NET version allowed me to perform an offline activation and then wouldn't install because it needed to download from the internet.
Windows 7 64 bit.
