Could not transform licenses file into a binary resource

Hello all,
I am working on a project with another programmer. I have a TeeChart license on my computer and am responsible for this part to the application under development. However, since he working on another part of the application, we share the different versions of the application. For some unkown reason today, he started getting this error message:
C:\Inetpub\wwwroot\projectname\licenses.licx Could not transform licenses file 'licenses.licx' into a binary resource. (1) : error LC0004 :
Exception occured creating type 'System.NullReferenceException'
Now, he cannot build his project and cannot add his part to the modules that use TeeCart at all.
We have tried the following:
1. Deleting the entire code from his machine and checking it out afresh.
2. Removing all the TeeChart related files and adding those again.
3. Removing the TeeChart dll and adding it again.
4. Removing the files and the dll and building the project.
Please suggest something to help us out. He cannot work at all with the problem exisiting and we are running slowing down because of this.
