(I am not using 3.2.2930.22968 because of the rectangle tool dragging bug, so I can't test that version for this problem)
When a vertical axis (Left, Right, or CustomVertical) has a minimum value < 0, the label does not display at the bottom axis, even if OnAxis is set to true. If the axis Minimum.Offset is set to 1 instead of 0, it does display. The problem exists for automatic minimum or specified minimum.

I've been able to reproduce the issue here and added it (TF02012729) to our defect list to be fixed for future releases.
