Teechart Licenses TeeChart - Web Server Run-time License ?

Hi,
I have the following question:

I intend to buy three licences "Developer license" for 3 developers in my teem.
My questions is: Do I need another license "Web Server Run-time License"?
Why and when do I need this license?
