Selector Tool

I would like the cursor to change when it is moved over a selectable object on the chart. I would also like to have the cursor only change when it is over an object that I want to make selectable.

An example of this is I want to change the Top Axis Range and display a dialog to make that change when the top axis is selected. The mouse when it moves ove the top axis would change to a hand from a arrow. After the mouse moves past the selectable object I want the hand to go back to a cursor.
