A new full release binary installer is now available from Steema's Customer Download pages accessible via:

Our company policy doesn't let us to connect development computer to internet.
Therefore, I activated this setup by "http://www.steema.com/linkIn/Activation".
But after the activation, the setup tried to connect to internet to download the required files.
Is there any offline stand-alone setup for TeeChart for .NET v2014 [24 FEB 2014] RELEASE 4.1.2014.02240

No, at the moment I'm afraid there isn't a standalone installer. My best suggestion is that you download and run the installer on a machine with an internet connection (saying 'no' to toolbox/help/direct2d installation) and then copy the directory across to your development machine. You can then run TeeRegV2010 (downloadable from here) to enable the licensing for TeeChart. Toolbox installation can either be done manually or by following the instructions under %Program Files%\Steema Software\Steema TeeChart for .NET 2014 4.1.2014.02240\Utils\ToolBox\Readme.txt
