Exception when adding Color Band Tool

Version: 1.1.2531.28391

Steps to reproduce:

1/ Add a chart
2/ Add a bar series
3/ Add random data
4/ In TeeChart Editor, select "Tools"
5/ Select "Axis"
6/ Select "Color Band"
7/ Click "Add"
8/ (Leaving all defaults) In either the "Start Value" field or "End Value" field, type a letter (not a number)

A System.Format Exception occurs.
Additional information: Input string was not in a correct format.

Conclusion: These fields should ensure the user can only input numbers.

Hi VH1,

This was fixed in TeeChart for .NET v2 and I've just applied the same fix in TeeChart for .NET v1 sources.
