What is licences.licx file

Some time ago I installed latest full version of TeeChart v2. In my progect I found file licences.licx which how I think contains some information about DLL version I use (am I rigth?)
After that I installed latest Update Build. And it looks like licences.licx file still containing the same information (version is slill of full release).
Is it normal?
Could you give some information about purpose and content of this file.
